Innovation Incubators in Pakistan — Part 3 of 12 · By Sameer Sami, Founder & Principal Attorney, SAMI & SAMI (Attorneys-at-Law)
“Pakistan is one of the world’s top milk producers — yet imports powdered milk and butter to cover the gap.”
Agriculture and livestock are the quiet backbone of Pakistan’s economy. Livestock alone accounted for 14.6% of national GDP and 62.4% of agricultural value added in FY2025–26, according to official estimates, and Pakistan ranks among the world’s top five milk-producing countries.
Yet much of the sector, on which more than 8 million rural families depend, remains largely informal and low-tech.
Demand for milk is growing faster than supply, so Pakistan still imports processed dairy products such as milk powder and butter to close the gap. Rice and other food products are consistently among the country’s top export earners.
Targeted incubators could focus on:
Dairy & livestock incubators in veterinary and agricultural universities — feed efficiency, breeding, cold-chain logistics, and small-scale processing equipment.
Food processing incubators — turning raw agricultural output (rice, fruit, meat) into higher-value, exportable packaged goods.
Smart-farming incubators — affordable irrigation, storage, and post-harvest technology suited to smallholder farms.
